(unknown) – Earth

The Administrators are a worldwide organisation of vigilantes who claim to protect the secret of the supernatural species' existence on Earth from mankind. They follow rules made by their own organisation to enforce upon all non-humans on Earth, claiming they must remain secret from humans, because of a fear of mass panic and chaos, should it be revealed.

The organisation passes down judgement upon those who they believe have exposed themselves, dragging the victims against their will to any of their numerous compounds, whether or not they have concrete proof. This often results in torture to force a confession from the victim. Many have died in their interrogation rooms. If found guilty before death due to torture, they are killed. But there is one way to survive an encounter with the Administrators: confess before the interrogation, in which case the victim may be released. Even so, they are never released back on Earth, but abandoned in one of the other realms to survive on their own.

Those who have had dealings with the organisation claim that their purpose is not to  keep the secret, but to eradicate the non-humans from Earth, to reclaim the realm for mankind.

All Sectors – Hell

The Capital, 1st Sector – Hell

Alastor, Luther, Michael

Hell's military order and police. They enforce the law, working directly under His Majesty, Lucifer.

H.R.G is divided into four cells, each of which specialise in a singular form of combat: archery, swordsmanship, hand-to-hand, and espionage. Each cell has one top-ranking General who reports directly to Lucifer. Beneath the Generals are Captains, their second in command, who lead most missions in the field. If a mission is deemed small enough, a Captain may consult their General about getting a common Private to act as a substitute for them. The cells often mix on field missions to assure that at least one member per cell is present should the need for someone specific arise. Spies, however, always act alone due to the necessity to keep their identities secret.

The Royal Guard wears a uniform in all black. Depending on the cell they belong to their uniforms are suited for their combative needs. The Archers wear a light woolen coat with some leather-enforced parts for protection, and the Swordsmen the same, thought with plates instead of leather. The Hand-to-Hand combatants wear slightly lighter coats than them so their movements aren't restrained. All three cells wear pants and knee-high boots of leather underneath. Spies dress to blend into the environment they work in and only ever wear uniforms on parade which then is the same as the Hand-to-Hand combatants'.

While traveling on official business where they are meant to be seen, they wear heavy cloaks in dark red with large hoods that cover most of their faces and hide their weapons. The higher the rank, the more black stripes are embroidered around the hood and hem of the cloak: Privates have one, Captains two, and Generals three.

Most people fear them and pay them great respect, as they can be merciless, though never without reason.

The Boss, Charles, Emily Kleinmann, Jacques Boniface, Jean Boniface

A group of non-humans with unknown, dubious intent lead by the criminal Night-shade called The Boss.

Their headquarters is a school building that's been remodeled to the group's various uses.

The Reapers

Earth, Heaven, Hell, The Oceans of Time

The Capital, 1st Sector – Hell

The Grim Reaper, Dea, Shin

The leader of the Reapers is the Grim Reaper. They decide who is to be reaped and where their soul next should be reborn, and as which species. No one knows where the Grim Reaper gets the names of those to reap, but They are never questioned since They are one of the oldest entities in the universe and knows how to execute Their job with perfection.

The Grim Reaper is in charge of both the organisation and the species. If a Reaper's work is in any way deemed inefficient the Grim Reaper will pass down judgement on their employee, eventually leading to said Reaper's death.

It has been asked why the Reapers' headquarters is in Hell, and the answer is always the same: Reapers are willing to do the dirty job, to act according to their orders, and don't get emotional over morally grey decisions or over which soul ends up where when it passes on. Some speculate that the Grim Reaper first created the different planes and chose to remain in the depths where They still reside and that's why the organisation, and eventually Hell itself, was created there.

When the organisation first was established, it was questioned if they should really work out of Hell. But since it was doubtful that a Heavenly order could do the job and send those souls to Hell that belonged there, it eventually silenced the doubters. Thus it was decided. The Reapers are the only Helvetian organisation that Lucifer has no control over.
